Richard H. Layon

Richard H. Layon was born in Brawley, California, August 23, 1960. He completed undergraduate work at San Diego State University, receiving a Bachelor of Science degree in Biology with a minor in History; thereafter, he attended Willamette University College of Law in Salem, Oregon where he was awarded his Juris Doctorate degree in 1990.  He was admitted to practice law in California in 1991 and has represented clients in the Municipal, Superior and Appellate Courts of California, the U.S. District Courts of Southern and Central California and the U.S. Court of Appeals for the Ninth Circuit in venues as diverse as Imperial County--to the South--Shasta County--to the North--and all points in between.

Mr. Layon’s emphasis is representing individuals and businesses which have criminal charges levied against them.  He represents clients in all California trial and appellate courts, Federal District Courts and before California administrative agencies.  Mr. Layon’s clients range from million dollar corporations to small businesses and private individuals.  Representing clients effectively and economically requires more than an understanding of the law, it also takes both experience and judgment.

With over 27 years of experience, Mr. Layon aggressively defends individuals and business entities charged with criminal offenses, as well as actions by governmental agencies to revoke or suspend professional licenses.  Additionally, he both prosecutes and defends individuals in contempt actions and matters involving all types of restraining orders.

Mr. Layon has served as a court appointed arbitrator and judge pro tempore in both the Municipal and Superior Courts for the County of San Diego.  Mr. Layon has presented seminars for the continuing education of other lawyers as it relates to prosecuting and defending restraining orders and injunctions as well as contempt actions, both in, and out, of Family Court.

Mr. Layon recognizes that, for businesses and individuals, litigation is something to be avoided if possible, to be settled if expedient, and to win if tried or arbitrated. He identifies his client’s goals and works with his clients to achieve those results.
